Vaberlie P. Mandane-Garcia, Ph.D., is a faculty member in the Development Communication program at the College of Arts and Sciences, Batangas State University (BatStateU), Batangas, Philippines. She holds a Doctor of Philosophy in Development Communication and currently serves as the Vice President for Development and External Affairs and the Sustainable Development Officer at BatStateU’s Center for Sustainable Development.
Dr. Garcia has held several key leadership roles within the university. From 2021 to 2022, she was the Vice-Chancellor for Research, Development, and Extension Services at the BatStateU Pablo Borbon Campus. She later served as the Director for Extension Services Central and Head of the Social Innovation Research Center from 2022 to 2023.
A strong advocate for sustainable development, Dr. Garcia has extensive experience in environmental advocacy, as well as gender and community development. She spearheaded the production of Talakalikasan, an environmental program addressing issues, innovations, and solutions, and BAHAGINAN, a radio-magazine program highlighting science, technology, and research initiatives from BatStateU and its partners.
She played a pivotal role in establishing organizations such as the Save Calumpang River Movement, Inc. and MATALAW—school- and community-based volunteer networks focused on rehabilitating the Calumpang Watershed in Batangas. Through her efforts, she secured funding, presented research findings, and developed educational materials, including video documentaries, posters, and distance learning modules, to raise awareness about environmental conservation.
Dr. Garcia was also involved in the DPR-CCA initiative, a USAID-funded project that led to the installation of a flood early warning system and the development of a community disaster plan for selected coastal communities in Batangas.
